In the heart of Northern Nigeria, where the echoes of conflict often drown out the cries for help, a new narrative is emerging. It is a story of resilience, but also a stark revelation of the shadows that remain unaddressed.
This baseline study was conducted to determine the level of access to justice and identify key barriers affecting citizens – particularly detainees, women, survivors, and other marginalized groups in Kano and Sokoto States. The study was commissioned by Global Rights to generate empirical evidence to inform program design and advocacy for improved justice delivery systems.

Northwestern Nigeria is suffering from an intense, destabilising conflict that has flown under the radar of international policymakers and analysts.
The year 2020 was a brutal year for most, as the coronavirus pandemic disrupted nations and systems across the world. Nigeria, Africa’s most populous country, continued its own trajectory of grief and loss, contending not only with the global health pandemic, but also with its endemic insecurity that has spiralled exponentially in the past decade.
Of the above number, two thousand, seven hundred and seven (2707) were civilians, while 481 were state security agents. In other words, for every 5.5 deaths recorded, at least 1 of them was of a security officer.
Atrocity crimes – including genocide, war crimes, and crimes against humanity – which are marked by the large-scale and deliberate targeting of civilians, are violations that particularly offend the collective consciousness and are acts that countries around the globe have agreed to prevent and punish. Unfortunately, notwithstanding international treaty commitments, or the 2005 affirmations by heads of state of their “responsibility to protect” against these offenses, these crimes continue to happen all too often, both during and outside armed conflict.
